IPAA Victoria State Budget Briefing
On Wednesday, 21 May, the annual IPAA Victoria State Budget Briefing brought a full house of public purpose leaders and professionals together to unpack the 2025–26 Victorian State Budget at Sofitel Melbourne.
The event was opened by IPAA Victoria’s Chief Operating Officer, Darren Bloomfield and expertly hosted by Ian Trevorah, Deloitte Victorian Office Managing Partner.
Our keynote speaker Chris Barrett, Secretary of the Department of Treasury and Finance, delivered an address that outlined not only key aspects of the 2025-26 budget, but set it in the context of the government’s clear post-pandemic fiscal strategy. The strategy remains centred on creating jobs, achieving an operating cash surplus, stabilising net debt as a proportion of GSP, sustaining infrastructure investment, and driving economic growth, all framed in the context of global market uncertainty.
Ian then facilitated our expert panel which brought sharp and considered analysis to the discussion. Chris was joined by Mary Clark, Founder and principal, DXP Consulting, who suggested that cost-of-living relief could be more effectively targeted and drew attention to the long-term pressures facing service delivery, and Dr David Hayward, Emeritus Professor of Public Policy and the Social Economy, RMIT University, who emphasised that while Victoria remains economically strong, there is a need for productivity gains that extend beyond population growth.
IPAA Victoria would like to thank the speakers for their extremely informative and robust discussion, who each provided a unique perspective on the major considerations of this year’s State Budget.
Thank you also to everyone who joined the conversation at this year’s briefing, to our partner Deloitte for helping to bring this important event to life, the Department of Treasury and Finance and Secretary Chris Barrett for delivering the keynote and budget overview.
IPAA Victoria would like to acknowledge the contributions of our event partners, Deloitte and the Department of Treasury and Finance.
