Roadmap to Victoria’s Energy Transition: current and emerging Issues

Tony is the Energy and Climate Change Senior Fellow at Grattan Institute. He was previously the Program Director, from 2011 to 2025, and before then worked at Origin Energy in senior executive roles for 14 years.

From 2009 to 2014 he was also Program Director of Clean Energy Projects at the Clinton Foundation, advising governments in the Asia-Pacific region on effective deployment of large-scale, low-emission energy technologies. In 2008, he was seconded to provide an industry perspective to the first Garnaut climate change review.

In January 2018, Tony was awarded a Member of the Order of Australia in recognition of his significant service to conservation and the environment, particularly in the areas of energy policy, climate change and sustainability. In October 2019, Tony was elected as a Fellow to the Australian Academy of Technology and Engineering.

A great thing about being an engineer is that you get to be involved in building complex things that underpin the working of society. This sense of contribution, endeavour and a tangible impact is what has driven Danny to be involved in infrastructure projects working across both the private and public sector.

Although Danny has designed various things as an engineer (some of which are still standing) he quickly realised that his skills lay more in helping infrastructure businesses to plan and deliver more effectively. He is now the Executive Director of Delivery for VicGrid – established to enable the transition from fossil fuels to renewable energy. Danny has held leadership positions at Major Road Projects Victoria and Victoria Police while also having worked in the private sector in construction and engineering companies.

Danny believes that delivering complex projects offers a platform for change, both social and economic. It is a team sport that takes all of us to be involved and is only done well when people with different skills, perspectives and experiences come together with purpose.

Lyn Bowring is an Executive Director in Victorian Government Department of Energy, Environment and Climate Action, where her leadership of the Consumer, Communities and First Peoples’ Energy Transition Division aligns with her passion for putting humans at the centre.

Lyn has oversight of Policy, Programs and Service Delivery focused on a fit for purpose consumer energy market including affordability and protections; enabling self-determination in the energy transition; and supporting community participation in energy.

Alanna is a Partner in the Commercial team at Maddocks, specialising in legal strategy, advisory and project delivery across the energy transition, emergency management, environment, and integrity sectors.

An expert in commercial, administrative, regulatory and integrity law, Alanna is trusted by government, private sector and not-for-profit clients to advise on high-value, high-risk, and high-complexity matters. Her practice focuses on delivering pragmatic, strategic solutions that drive outcomes in sensitive and often high-profile initiatives across the energy, environment, climate and emergency management landscapes.

Alanna brings deep expertise in public administration, commercial transactions, governance, and regulatory enforcement, coupled with a strong commercial acumen and a robust understanding of public finance and economics. Her legal services span major projects, transactions, legislative reform, inquiries, investigations, and litigation — often in complex, high-stakes environments.

She has extensive experience advising Ministers, senior executives, boards, and government agencies on all stages of the project and policy lifecycle, from concept and deal structuring through to implementation, enforcement, and governance. Alanna is also a qualified and highly experienced project manager, having successfully delivered large-scale legal services packages for multi-billion dollar projects and transactions.

Prior to joining Maddocks, Alanna was the Assistant Victorian Government Solicitor and held senior legal executive roles within the Victorian Department of Treasury and Finance.

Amanda is the Chief Executive Officer of IPAA Victoria, joining the organisation in January 2024.

With over 20 years’ experience in the public purpose sector, Amanda Stevens, a corporate governance lawyer by training, has held several executive and non-executive leadership roles in federal, state and local government, including the Australian Securities and Investments Commission, Victorian Building Authority, Department of Health Covid Response and three consecutive years as the Mayor of the City of Port Phillip.

She is an experienced board chair and director serving on numerous boards with positions including Chair of the South Melbourne Market and a board member of the Australian National Academy of Music and many other community and not-for-profit boards.
