Who Are The Speakers?
Vice President Strategy & Innovation, Swinburne University
Richard has had a diverse career in public service, policy research, public advocacy and engineering. He led three Victorian state departments under five premiers. His previous roles include Secretary of the Department of Economic Development, Jobs, Transport and Resources; the Secretary of the Department of Education and Early Childhood Development, which incorporated responsibility for higher education, and the Secretary of the Department of Primary Industries (Vic). Prior to being a public servant Richard was a policy researcher in the Australian Parliament and an engineer with the State Electricity Commission of Victoria, Mitsubishi Motors Australia and BHP.
Global Government Transport Leader, EY
Tony brings a wealth of experience across both the government and private sectors. His government and adviser experience have involved significant stakeholder management across government, industry and the community, involving some of Australia’s most challenging projects. He has significant experience in transport planning, major infrastructure project delivery, project governance, public private partnerships and public infrastructure generally. He was Coordinator-General in the Department of Premier and Cabinet (Vic), Head of Partnerships Victoria, and Chief Executive Officer, Southern Cross Station Authority.
Chief Executive Officer, City of Whitehorse
Noelene is an experienced Chief Executive Officer and Board member with a demonstrated history of working in the government and non-government sector. Skilled in governance, stakeholder management, community and stakeholder engagement and change management. Noelene has been Chief Executive Officer, City of Whitehorse, for 19 years and was previously Director Customer Service at the City of Monash.
Associate Professor Public Sector Management, Monash University
Deirdre teaches public policy and public sector reform at Monash University where she is course director of the Master of Public Policy. Her areas of research include privatisation of prisons, Public Private Partnerships, performance measurement and reporting within government, policy leadership development and public sector HR reform. Deirdre was previously Academic Director of the ANZSOG Executive Master of Public Administration.
Secretary, Department of Jobs, Precincts and Regions
Simon’s career in the public service has spanned many portfolios, and his achievements include establishing the Latrobe Valley Authority, supporting delivery of the Major Transport Infrastructure Program and leading work to further drive Victoria's economy and jobs growth. Prior to be appointed Secretary of the department in January 2019, Simon was Deputy Secretary, Economic Policy and State Productivity at the Department of Premier and Cabinet and led the work on the State economic, transport and resources agenda. Simon has also held senior roles in the Department of Human Services, Department of Education, and Department of Prime Minister and Cabinet.

Tracey is highly regarded by her peers for her distinctive ability to disrupt and innovate in traditional sectors, leveraging off a ‘learning lens’ to identify and act on new opportunities and challenges. She enjoys leadership challenges and is committed to achieving excellent outcomes and improved value for the community. Tracey was previously Chief Executive Officer of the City of Port Phillip; Head of Claims, Transport Accident Commission, Chief Executive Officer Colac Otway Shire, Director, G21 Geelong Region Alliance, and Director Primary and Community Health, Department of Health Victoria.
Chief Executive Officer, Peninsula Health
Felicity started her career as a nurse more than 30 years ago and has worked in Victoria and in Saudi Arabia. She is passionate about the health sector – staff, patients and carers – and a strong advocate supporting women to take on leadership roles. Prior to Peninsula Health Felicity was Deputy Chief Executive, Peter MacCallum Cancer Centre, and previously its Chief Operating Officer, and Executive Director Medical Services, Barwon Health; and Operations Director, Melbourne Health.
Chief Economics Correspondent, ABC
Emma Alberici is the ABC’s Chief Economics Correspondent and one of Australia's most highly regarded journalists across print/online, radio and television.
Her career began at News Limited's Herald Sun Newspaper. Emma worked at the Nine Network for 10 years ultimately as finance presenter on the ‘Today Show’ but also with stints on ‘Business Sunday’ and ‘A Current Affair’. She helped create ‘The Small Business Show’ and wrote three editions of the best-selling ‘Small Business Book’.
Emma moved to the ABC in 2002 to present ‘Business Breakfast’. Since then she has been the 7.30 Report's Finance Editor and a senior reporter for radio current affairs' AM, PM and ‘The World Today’. In 2008, the opportunity was offered to relocate to the UK where Emma spent four years as the Europe Correspondent for the ABC. Emma returned to Australia to host ABC's flagship current affairs program ‘Lateline’ which she presented for six years until December 2017. Emma is a regular contributor to the ‘Foreign Correspondent’ Program and is a three time finalist in the Walkley Awards for journalistic excellence.
