Program evaluation in the public sector is a tricky science. Although experience shows us, time and again, that evaluation is more effective when it is embedded at the beginning of a program, issues of resources or political expediency often mean that evaluation is ‘tacked on’ as an additional exercise at the end of a program – to provide ‘evidence’ of its success.
So how can we ensure that monitoring and evaluation processes are built in as integral components of public sector programs? What are the right methods and tools to use? In this hands-on workshop, participants will gain a comprehensive understanding of the different types of evaluation and their alignment to program time frames and maturity. The opportunities and challenges of evaluating complex and intersecting programs will be addressed – and examples from cutting-edge evaluation practice used to highlight the power of evaluation in public policy environments.
What will you learn?
By the end of the workshop, participants will know how to plan a comprehensive evaluation. They will learn how to engage stakeholders in evaluative activities and strategies to support the use and influence of evaluation. While the workshop does not provide extensive coverage of methods of data collection, a helpful template for choosing methods is included as part of the program.

Who is the facilitator?
Dr Delwyn Goodrick is an experienced program evaluation consultant and facilitator. A psychologist by training, Delwyn has worked with most Victorian public sector agencies to develop evaluation frameworks, evaluate specific projects and programs, and provide training in program evaluation and research.
While most of her work is based in Australia, Delwyn also regularly presents evaluation workshops in Singapore, New Zealand, the United States and Canada. Her facilitation style is engaging and direct, and case studies of real practice experience are integrated throughout her sessions.
