We invite you to come along to the 15th annual IPAA State Budget Briefing breakfast to hear about the initiatives announced in the State Budget. This regular fixture of the public sector calendar provides an early opportunity for public servants to learn how the Victorian State Budget will influence their planning and programs for the coming year.

Fran Thorn was appointed Secretary of the Department of Health, which was created in August 2009 to ensure a truly integrated approach to health, mental health and aged care. The new department is pursuing an enhanced focus on prevention and early intervention, as well as addressing the demands on the Victorian health system occurring as a result of the ageing population and complexity of clients.

Between 2007 and 2009, Fran was Secretary of the Department of Human Services, predecessor to the Department of Health. DHS encompassed health, community services, housing, aged care, disability and emergency management.

Mr. Grant Hehir, FAIM, ACA (NZ) has been Secretary of the Department of Treasury and Finance at Victorian government sector since June 2006 and is responsible for advising on and delivering a range of education and training reform initiatives. As Secretary to the Department of Treasury and Finance, Mr. Hehir provides leadership in economic, financial and resource management across the Victorian government sector. Mr. Hehir has an extensive experience in strategic financial management and the provision of fiscal, economic social policy advice to both the Victorian and Commonwealth governments. Mr. Hehir was the Secretary of the Victorian Department of Education and Training from 2003 to June 2006. Mr. Hehir has been a Director at Treasury Corporation of Victoria since October 17, 2006.

Vince’s areas of expertise include public policy, regulation and economics, including saving and superannuation, Commonwealth-state financial relations, skills training, and financial and trade practices regulation.

He is currently a director of ETF Securities Limited, a member of the governing councils of the National Gallery of Victoria and the Australian National University, President of the Victorian Division of the Australian Institute of Company Directors, a trustee of the Finkel and Tuckwell charitable Foundations, and a director of the Goulburn-Murray Indigenous community’s Kaiela Institute.

Tom Elliot
Radio Commentator and Managing Director/ co-founder of MM &E Capital Pty Ltd

Tom is a director of both Beulah Capital Pty Ltd (an independent wealth management firm) and MM&E Capital Pty Ltd (a Melbourne based hedge fund).
Before founding MM&E in 2001, Tom was an Executive Director of investment bank Flinders Capital Limited. Tom has also worked with stockbroker McIntosh Securities Limited, Canadian investment bank Wood Gundy Inc. and retailer Country Road. Tom currently hosts the Drive Show on Melbourne radio station 3AW, and appears regularly on both the ABC’s "Inside Business" programme and Network Ten's "7PM Project"
